Gender Equality and Social Inclusion Policy 2023-2027

1.    Policy overview

This policy document explicitly indicates HEfDA’s commitments to promote gender equality across programs and management and structure of the organization and the empowerment of women and girls. The policy is developed in conformity with various national policies and HEfDA Strategic Plan. It will contribute its share to promote gender justice by mainstreaming gender in all aspects of the organization’s activities and implementing women specific programs. It also urges it staff, partners, and program participants to strengthen their own actions to ensure the human rights of women, girls, boys, and men are equally promoted and protected. HEfDA will therefore ensure mainstreaming of gender across program and organization level for gender just organization.

2.    Policy Statements

HEfDA is committed for advancement of gender equality at community level, in its own workforce, as well as among temporary advisers and consultants working with. Improving diversity management and enhancing the mainstreaming of gender are among the strategic objectives of HEfDA.

The HR manual and the recruitment policy tends to empower women and work towards ensuring women representation at different positions. Moreover, the organization is committed for a gender transformative approach to attain gender equality in all its program and projects. To this end, the gender equality and social inclusion policy will reinforce mainstreaming of gender equality in major interventions undertaken by HEfDA and promote women empowerment and a gender transformative approach.

3.    Policy Vision

HEfDA envision a gender transformative approach institutionalized in its organizational structures and programmatic intervention where women and men, boys and girls fairly benefited by the action of, HEfDA.

4.    Policy Mission

HEfDA work towards ensuring organizational gender transformation through mainstreaming gender equality concerns in its organization systems, programs and decision making and   promote   gender equality and women empowerment at all level and advocate for the right of women and girls.

5.    Policy Objective

The overall objective of this gender equality and social inclusion policy is to address gender imbalances at organizational level and promote gender equality and the empowerment of women and girls and a gender transformative approach at institutional and program level.

6.    Guiding Principles

  • Gender Equity: Women and men are not homogenous groups. There are differences in how women and men experience life. Equal treatment can therefore reinforce inequality and hence we promote substantiative equality. We provide different treatments for men and women to level the playing field and compensate for past discrimination.
  • Different but Equal Rights: We understood that women and men are not the same, they are completely different, and we do not compare being male and female rather we argue equal social, economic, cultural, and political rights. Gender equality is to mean different behaviour, aspirations and needs of women and men are considered, valued, and favoured equally.
  • Gender transformation: Transformation in individual consciousness about gender equality and women’s rights, transformation in gender power difference in relationship, transformation in community social norms, as well as organizational culture and governance are a prerequisite for gender equality and women’s empowerment.
  • Mutual Role: Sustainable development and organizational transformation are possible only if based on equal partnership and mutual respect between women and men.
  • Unleash Women’s Potential: women have their own endowments of capacity and capability and therefore we do not portray women as victims rather they have potential and gender barriers are critical factors that limit to utilize their potential, so we work towards addressing the gender barriers.
  • Men are supporters: men are not naturally violent rather the social norms expect them to play aggressive roles. Therefore, for gender equitable norms we engage men and boys as target and impact groups and improve their aggressive masculine behaviours towards supportive of gender equality and empowerment of women and girls.
